California will give rebates of $1,000-$5,000 for
buying a qualified EV, including eligible motorcycles*
The Air Resources Board (ARB) is preparing the AFVIP
program to provide rebates of up to $5,000 to
purchasers and lessees of new electric and alternative fuel
vehicles. The ARB has completed the AFVIP Eligibility Guidelines (www.arb.ca.gov/msprog/zevprog/zip/incentiv.htm) and will be working
with vehicle manufacturers over the course of the next week to
establish the list of eligible vehicles. The ARB will then post
this list and the necessary application forms to the website of
the program administrator.

EAA Chairman presents paper at EVS-23
EAA Chairman Ron Freund presented a paper at the 23rd International Electric Vehicle Symposium and Exposition in Anaheim, CA. This paper, entitled “Living with a BEV: A Survey of User Experiences", summarizes a survey of Toyota RAV4-EV drivers, focusing on the vehicle's capability, reliability and failures.

EAA Member awarded President's Environmental Youth Award
The EAA salutes Brent Singleton of Bonneville High School, Ogden, UT for winning the President's Environmental Youth Award (PEYA) from the EPA.
Singleton is being honored as an emerging leader in electric vehicle design. For a science fair and Eagle Scout project, he purchased a dismantled hybrid vehicle from Weber State University and modified it. The result was the world's first hybrid land speed racer. He has raced the vehicle in hybrid and zero-emissions mode at the world famous Bonneville Salt Flats in Wendover, Utah. Then, to help with his daily drive to school, he added solar panels and wind generators to recharge his 96-volt electric system while in class. For details, see the official EPA press release.
Plug-in Hybrid Electric Vehicle Special Interest Group
The EAA launches a special interest group (SIG) to
develop and document the modifications needed to convert hybrid
electric vehicles to increase their battery capacity and allow them to
charge from an external source of electricity. The goal is to increase
their electric-only range and reduce gasoline consumption. The Plug-in
Hybrid Electric Vehicle (PHEV) SIG will eventually make conversion
plans available as well as a list of parts needed. Initial target vehicle: 2004-2006 Toyota Prius.

Plug In America
After saving EVs from the crusher, the

Plug In America effort to
work with industry, environmental & national security
organizations, and concerned citizens to revive plug-in auto
production and give Americans the freedom to choose cars, trucks, and
SUVs that are powered by cleaner, cheaper, domestic sources of
energy. Plug In America is now an
EAA Chapter. Check out this

Sacramento Vigil
The EAA salutes the effort and sacrifice made by
the members of the Sacramento vigil. The efforts by these volunteers derailed Ford Motor Company's plans to reclaim functioning EVs from the crusher

EAA Funds CalCars' PRIUS+ Plug-In Hybrid Project

The Electric Auto Association has voted to support
the California Cars Initiative (CalCars), contributing funds and
urging its members to join the effort to make "plug-in hybrid
electric vehicles" (PHEVs) available to drivers worldwide.
The EAA declared its financial support in the form
of a multi-phase research and development grant to CalCars' unique
PRIUS+ project. "Our first installment represents a substantial and
unprecedented expenditure for our group," said EAA Treasurer
Gabrielle Adelman. CalCars’ PRIUS+ project converts '04-05
Priuses into PHEVs, doubling the Prius' 50 mpg performance.
“The goal is to demonstrate the technology and encourage
automakers to build PHEVs. The first PRIUS+ prototype is now being
tested in the San Francisco Bay Area,” said Felix Kramer,
CalCars Founder.
Ron Freund, EAA Chairman, explained why the EAA
departed from its usual focus on electric-only vehicles (EVs).
"PHEVs are inspired. They're a cost-effective way to combine
existing technologies bringing the benefits of battery electric
technology to market. Adding bigger batteries to conventional
hybrid cars gives drivers the opportunity to do most of their
everyday driving electrically - with zero pollution. Drivers
benefit from the option to recharge every night and start every day
'topped off’. And if it's not convenient to plug in, the
hybrid's gasoline engine can take charge and act like a
conventional hybrid - propelling the car and recharging the
batteries. Finally, mass production of PHEVs will reduce the cost
of batteries and other EV components, paving the way to bring pure
EVs back into the marketplace," said Freund.
"EAA members have been key participants in
meetings, online discussions and garage-level engineering, design,
and construction of the first PRIUS+ prototype. At EAA EVents all
over North America, we always get queries from the public asking
about when and how they can purchase an EV or PHEV. So we wanted to
step forward to publicly and financially support this excellent
project. Others, who are in a position to do so, should look into
this project and consider a tax-deductible personal contribution to
help speed progress", said Kim Rogers, EAA Education Program
Manager.
Details of the project can be found at www.priusplus.org, which
includes pointers to the "open source"-style online group where the
latest technical developments are discussed. Currently,
DaimlerChrysler's Sprinter commercial van is the only PHEV under
development by a major automaker, but a number of PHEVs have been
built at universities and by small companies.
