Infrastructure Report – The Bad

  • Not dead yet! Need to counter impression that all EVs are gone with charger site hosts.
  • Little infrastructure outside of CA.
    • GA/AZ infrastructure almost gone, OR/WA building up.
  • Maintenance becoming an issue

  • Funds from auto mfg, air districts, & utilities gone.

    • AVCON and SPI repairs at 20+ sites repaired/reconfigured/expanded
  • EAA has acquired many used chargers for redeployment.
  • It’s up to EV drivers to support.
    • Thanks to generous contributions to EAA Special Funds
  • Volunteers active: prioritize, install chargers

  • The CARB ZEV Mandate is up for review
    • ...and they're killing the electric car again

  • Based on new CARB Staff proposal - less than 1000 true ZEV vehicles per year will have to be made before 2015


  • Telsa alone could supply all of the credits the entire industry needs.


  • The CARB Board will meet March 27, 2008 to decide
    •   WE NEED YOU THERE!!!  and we need letters, calls, and faxes!!!

  • Tell them specifically:
    • The numbers don't work - we want all 25,000 real ZEVs in Phase III
    • Make lots of Plug-in Hybrids as soon as possible but take from the
    •       dirtiest cars not the cleanest cars.
  •     Arnold - Stop CARB from killing the electric car again!

Plug-In HEV SIG

  • Plug-in Hybrid Special Interest Group of the EAA  (EAA-PHEV SIG)
  • Launched on Oct. 25th, 2005
  • Email discussion list: 366 Members and 2117 messages, so far.
  • A new SIG for Battery Management Systems has been recently spun off (FreeBMS)
  • Several plug-in hybrid conversions are documented - mostly for Toyota Prius
      • [Warning: Toyota does not endorse modifications of the Prius.
      • PHEV modifications involve dangerous high voltages and the weight of
      • extra batteries may adversely affect performance and handling of the car.
      • The car owner assumes all liability for injury or death resulting from such modifications].
  • Commercially available conversions are often very expensive.
  • Open-source design from Cal-Cars is least expensive with kits available from a "private party" member of the group.

Plug-In HEV SIG

  • CanView provides a real-time high-tech video display of parameters such as battery voltage, charge/discharge current, State-of-Charge, MPG, EV mode, etc. using the screen in the dashboard.
  • Kit prices for the lead acid system:
    $6,095 complete w/ith batteries (EVP20-12), charger, CanView, remote display.
    $4,395 as above except no batteries.
    $2,895 as above except no CanView, no remote display.
  • Dealers charge any where from $1,200 to $3,000 for installation labor.
  • Installation takes about a day. Most of the time is spent installing the wire harness. Battery box installation takes one hour.
  • Installation instructions are being made for DIYers. System is the CalCars Prius+ design providing EV range of 10 - 15 miles.
  • A LiFePO4 system will be ready for sale in ~6 months, for upgrades from lead-acid batteries.
